§ 01 — The thesis

A crisis rarely begins on the day of the event.

Before the fire, the shutdown, the loss or the break in continuity, there is almost always a combination of weak signals: layout, procedure, maintenance, inventory, segregation, protection, contract, response time and capital decision.

Critical interdependence
A utility, substation, boiler, water or effluent treatment plant or refrigeration system that halts more than it appears to.
Protection that does not close the scenario
Sprinklers, pumps, water reserve, detection, brigade, access or segregation insufficient for the real PML. It exists on paper, but does not cover the event.
Underestimated recovery time
A critical part, import, engineering, permits, rebuild or ramp-up that stretch the interruption far beyond plan.
Insurance that transfers less than it seems
Sub-limits, deductibles, exclusions, a short indemnity period, an inadequate calculation basis or a mismatch between operational PML and the contracted limit.
CAPEX with no exposure ranking
Investment in protection or expansion decided without comparing reductions in severity, frequency and recovery time.

Reports, inspections and policies are inputs, not the end point. Resilience Guardians does not replace them: it re-reads this material alongside the operation, the recovery time and the company's financial capacity.
